SLAVSKY Efim Pavlovich, born in 1898, was a regiment commissar of the first Cavalry. After graduation from Non-ferrous and Gold Moscow institute, worked as a director of “Elektrozink” plant in Ordzhonikidze. Being a minister of middle machine-building, Efim Pavloviche had done a lot for Ust-Kamenogorsk development.
PROTOZANOV Alexander Konstantinovich, born in 1915, from 1969 till 1984 was a first secretary of East-Kazakhstan regional Party Committee, those years  greenhouse in New Sogra village, poultry factories, cinemas, houses of culture were built.
TCHISTYAKOV Mikhail Ivanovich, born in 1917, was a front-line soldier, poet, a member of Poets Union of Kazakhstan.
KULENOV Akhat Salemkhatovich, is a former president of JSC “Kazzink”. On his initiative gold and silver refining production was set up at the plant. Akhat Salemkhatovich organized the construction of cottages on the Left Bank of the Irtysh. So, a new settlement “Mettalurg” was built, widely known as “Kulenovka”.
IVANOV Anatoly Stepanovich, born in 1928, was a writer, the author of the novels “Shadows disappear at noon”, “Eternal Call”.
BATALOV Yuriy Vasilyevich, was a rector of East-Kazakhstan State Technical University named after D, Serikbayev. Under Y.V. Batalov the former Constructing-and-road institute became one of the leading institutes of higher education in Kazakhstan.
MAMBETKAZIYEV Erezhep Alkhairovich, born in 1937, was a rector of East-Kazakhstan State University named after S. Amanzholov. With His assistance this institute of higher education got a status of Classical University.
SHAYAKHMETOV Bagdat Mukhametovich, first working as a machine- operative than as a director of Titan-Magnesium Complex, He removed the plant from difficult economic circumstances at the beginning of 90th.
PLAKHUTA Aleksey Egorovich, born in 1936, was a head of Irtysh Construction Administration. With His assistance in Ust-Kamenogorsk Sport Palace, Central Culture House, Irtysh Embankment and Red Eagles Embankment, six schools, kindergartens, colleges, Monument to the Dead Warriors at the fronts of World War II were constructed. 

KOROTINA Mariya Ivanovna, born in 1927, was a chief surgeon of the city, deputy head physician of emergency hospital. Mariya Ivanovna devoted herself to the public health development in Ust-Kamenogorsk saving a hundreds of citizens.
