The State institution "Management on Ust Kamenogorsk» DCSSES on EKR "is a state structure, authorised to carry out function of maintenance of sanitary-and-epidemiologic well-being of the population, by means of the organisation and the control of actions for the prevention, revealing and liquidation of harmful influence of adverse factors of environment on a population state of health, to preventive maintenance of infectious diseases, supervision of performance by citizens, physical and legal bodies of sanitary-and-hygienic rules and norms of acts of Republic Kazakhstan regarding health protection of the person.

The primary goals of Management in sphere of its activity are:

• Working out and realization of preventive and antiepidemic actions;
• Control of execution of decisions and orders city's akim;
• The organization and work coordination on liquidation of the centres of infectious diseases;
• The organization and realization of sanitary-and-hygienic examination;
• Representation of interests of the state concerning protection of a city territory of Ust Kamenogorsk against import and diffusion of infectious diseases;

Management functions are defined by article 9 of the Law of Republic Kazakhstan "About sanitary-and-epidemiologic well-being of the population" according to which the Department carries out the state sanitary-and-epidemiologic supervision on a city territory for:

• Observance of sanitary rules and norms, hygienic specifications the enterprises, establishments and the organisations, officials and citizens, carrying out of the sanitary-and-hygienic and antiepidemic actions referred on the prevention, liquidation environmental contamination, improvement of working conditions, training, a life and population rest, the prevention of an infectious, parasitogenic, professional case rate with time disability, alimentary and professional poisonings;
• A lay-out and building city and rural districts, objects of construction engineering and industrial building at stages of forward planning of their placing, tap of the ground areas, designing, building and acceptance of objects in operation;
• Manufacture, storage, transportation and realization of a ready foodstuff and food raw materials;
• Manufacture and use of the process equipment, stock, container and the packing materials contacting to foodstuff and potable water;
• Manufacture and realization of children's toys and the goods, cosmetic and washing-up liquids;
• Manufacture, transportation, storage, application and a burial place of radioactive substances and sources of an ionising radiation, radial loads on the population and its separate groups, a radioactivity of objects of the environment forming doses of radiative influence on the person;
• Storage and application of toxicant and strong substances, chemical and biological protection frames of plants, growth factors of animals and plants;
• Observance of sanitary rules and norms, hygienic specifications at the industrial enterprises; realization of actions for the prevention of occupational diseases and poisonings, to depression of a case rate with time disability;
• A condition of water supply, the water drain and clearing of the occupied places, objects municipal and a household purpose, carrying out of actions for the prevention and liquidation of pollution of superficial and underground waters, sources of economic-drinking water supply, recreational places, atmospheric air and soil;
• A condition of an infectious and parasitogenic case rate, performance of actions for hospitalisation of patients and persons with suspicion on infectious diseases, disinfection, disinfestations and deratization in the centres, laboratory inspection of the persons contacting to patients, carrying out of preventive inoculations;
• Realization of a complex of actions for sanitary protection from delivery and diffusion of quarantine and especially dangerous infections;
• Surveys references of citizens and the organizations;
• Carries out other problems assigned to it by the legislation
