  The Chief of " the Department of internal policy of Ust Kamenogorsk " - Bakinova Bulbul Ramazanovna
Was born on November, 22nd, 1957 in the village Amangeldy of Ulansky region.
In 1975 graduated from high school named after Dzhambul, in the same year entered the faculty of physics and mathematics of the Pedagogical Institute in Ust-Kamenogorsk.
After the graduation in 1979 had been working in the secondary school named after A. S. Pushkin as a tutor, in 1980 – she became the Secretary of the committee of Komsomol (Youth Communist Party) of the state collective farm "Krasnoaltayskiy ". In 1984 she was redeployed to the Pushkin secondary school, in 1985 she was elected as the secretary of the local society "Znaniye" (Knowledge).
1987-1989 worked as the principal of the Amangeldy school. 1989-1990 - the methodologist of the local Department of education, 1990-1991 - the apparatus of the regional committee of the communist party, 1991-1993. - executive district committee of Ulansky region, 1993 - 1996 – was managing the department of the internal policy of Ulansky region. In connection with the transfer to Ust Kamenogorsk she was hired by the apparatus of akim (mayor) of Ust Kamenogorsk into the department of internal policy. In 1998-2004 - the chief of the department of information policy in regional administration of the information. 05.07.2005 - the chief of the department of information policy and monitoring of mass-media in «the Department of internal policy of Ust Kamenogorsk ». In December, 2007 she was transferred and appointed to the post of the chief of the department of relations with political parties and religious associations of Department of internal policy of the East Kazakhstan region.
Since December, 2008 up to nowadays - the chief of the department of internal policy of Ust Kamenogorsk.
Functional duties:
State regulation of internal political processes, coordination of activity of local state agencies in the sphere of internal policy; the organization of monitoring, the analysis and forecasting of a political situation in the city; interaction with political parties, religious associations, development of recommendations and the organization of work on maintenance of internal political stability, consolidation of a society, propagation and education of the Kazakhstan patriotism; carrying out of a complex of information-explanatory work

The organization of monitoring, analysis and forecasting of a political, ethnopolitical, religious situation in the city, duly informing of a management on processes occuring in these spheres. Realization of system of a feedback with the population, purposeful studying of public opinion, the forecast of events capable to destabilize situation in the city. Coordination of activity of political parties, religious faiths, the national-cultural centers on preservation and strengthening of the civil world and the national consent in the city. The control over realization of the strategic program "Kazakhstan-2030", concerning the competence of a department. Carrying out of a complex of information and propaganda work. Supervises performance of regulatory-legal certificates, decisions and orders of city akim, decisions of the city akimat (mayor’s office). |
